What is that white mark at the top corner of the mouth? Bad paint job? Mold? This is a new piece and its been cleaned.
If it's not coming off when you are wiping it, then I would probably think it's a defect from the glass making process. That would be my guess, I see a bunch of tiny looking bubbles in the white spot, which look like glass bubbles.

Yes it's safe to smoke from lol any glass particles (probably aren't any) would fall into the pipe and stick to resin.
