Need help with water level and filling

    I bought this piece today and i tried filling it from the bottom hitting it to even out with no avail, same from the top....am i dumb?

    Fill it from the bowl up to the diffuser but below the percolator.

    Looks like one u need a lil in the bottom & a lil in the top.
