You can try a long soak in Simple Green. Walmart sells it for like $5 - $6 a gallon. I have good success with that. However, I don't combust. Combustion will eventually lead to almost a "burn in", where no amount of cleaning will remove the stains. For that type of gunk though, you might also want to try something called PBW. If you call any brewer supply shop, they will now what you're talking about. You can get a 1 pnd container of the powder for about $8. Though, it requires a VERY hot water flush to clean and can leave a residue, if you don't make sure it gets everywhere and is well-mixed. Personally, I would try a 2 - 3 day soak in Simple Green. It will probably clean up a lot of that, followed by a good hot water rinse. Follow-up with a couple rinses with distilled water, will avoid hard water spots from setting in.

Thats what I thought before but his logo is hiding. It looked like the knock offs from iOffer. I only ask because I dont know anyone with the knock offs and would be interesting to see the function. I'm not dumb though lol. I didnt see the tiny logo until I realled looked. I am not a Toro fan bur I am aware how easy I could get a circ to tree. I would never pay for a toro though.
